On Jan. 12 The Associated Press reported that Taser International Inc. “will be pursuing the civilian market.” According to the article, the company has embarked on a full-fledged education campaign, yet a number of states have resisted the notion of stun gun use by civilians. Meanwhile, on Jan. 21 The Arizona Republic ran a letter to the editor whose writer encouraged the public to consider the many “positive outcomes” that the largest manufacturer’s weapon has caused.

 

“An effective public relations strategy might involve a grassroots campaign, where an organization recruits writers for ‘letter-to-the-editor’ drives and more,” said Siciliano. “Other times, members of the public write their own letters anyway—in the absence of such campaigns. Either way, positive letters can help to rehabilitate any maligned organization’s reputation and clear the way for a new marketing push.”

 

In other countries, stun gun acceptance may be faring differently than it has in the US. SwissInfo reported on Jan. 19 that Switzerland’s government has banned “the use of electroshock weapons during forced deportations,” a move that human rights groups such as Amnesty International praised, according to the article.

 

“Stun gun use will continue to meet resistance as long as concerns about the technology’s safety and unbridled implementation remain legitimate,” said Siciliano. “This is simply a logical market response to something that many, after all, want to think was invented because of safety concerns.”

 

“Any company in the business of stun gun manufacturing needs to be mindful of this perception about the technology’s roots,” continued Siciliano. “The potential backlash is mind-boggling. A manufacturer may violate that perception by appearing too interested in expanding its markets and generating profits. Yet no company can survive without doing so, and this is their irony.”

 

Stinger Systems, Inc., a Tampa, Fla.–based firm, reportedly makes stun guns that may be safer than the largest manufacturer’s. Articles late last year indicated that Stinger even cut a deal to provide stun guns to the sheriff’s department in Arizona’s Maricopa County, close to the industry leader’s headquarters. Other stun gun players, such as Youngsville, NC–based Law Enforcement Associates Corp. (LEA), also have vied for attention.
